New Report Finds Affordability Is the New Digital Divide

As communities across the South invest billions in broadband expansion, a new report from the EAC-South, informed by data analysis from InnovateEDU, reveals that internet access alone is no longer the primary challenge. Instead, affordability, adoption, and digital readiness are emerging as the biggest barriers preventing students from fully participating in learning opportunities beyond the classroom.

Examining six school districts across Alabama, Georgia, North Carolina, South Carolina, and Tennessee, the report found that many families continue to face connectivity challenges despite expanded infrastructure. From low broadband subscription rates in Halifax County, North Carolina, to high reliance on mobile-only internet access in Anniston, Alabama, the findings reveal the need for solutions that address both access and affordability. The report also highlights successful community partnerships and offers recommendations for education leaders, policymakers, and community organizations working to advance digital opportunity.
